Full details were shared with members, and the Clerk answered several questions, providing as much detail as required.
RECOMMENDATION: Fully approved for proposed resolution at Council.
Agree Precept recommendation 2026/27
In addition to the expected 4.5% increase on predicted spend there was a long discussion about additional likely expenditure, including newsletter costs and pension & staffing costs.
RECOMMENDATION: Precept increase of 18.40% to £251,000.
Cllr Whitehouse highlighted the importance of looking at the individual lines in the budget to assess whether savings could be made.
Agree breakdown of ring-fenced funds.
The Clerk gave a breakdown of the origin of the funds held in the Liquidity Account and the ring-fenced funds that were earmarked for projects.
Cllr Thompson made the following recommendations:
That the apportioned CIL and precept funds for Little Aston, Shenstone & Stonnall be called “The Capital Project Fund”.
That the CIL is apportioned according to the Neighbourhood Plan area that accrued the CIL. The Precept is apportioned in accordance with Parish ward apportionment or the households within the three Neighbourhood Plan areas.
The Neighbourhood Plan steering group/Councillors elected inside the three areas to consult with their Neighbourhood Plan residents and determine capital project priorities.
Bidding for further resources to be carried out either collectively and/or separately depending on the funding source and offer.
Cllr Whitehouse agreed in principle but said Council should reserve the right to amend these guidelines in exceptional circumstances. All agreed.
RESOLUTION: The recommendations were approved with three votes in favour and one abstention. However, one Member has since retracted his vote in favour following further consideration, so the resolution is not carried.
Deferred
The Clerk has contacted the Banks to notify of change of Finance Officer & signatories. Awaiting documentation.
It was agreed that Council need to look at the Lengthsman operation with a view to one person working 2.5 days per week and a second 2 days per week for no less than 44 weeks per year. RECOMMENDATION: Move forward to Employment Committee.
LDC Strategic CIL 2025.
It was agreed that an application should be submitted for circa £60K to pay for a Speed Indication Device (SID) and SID platform. The application will be completed as soon as possible to go to Council for approval on Dec 9th and submission before the 12th of Dec deadline.
Cllr Thompson will also be applying for “Clean & Green” funding on behalf of Council.

The Clerk shared the Auditors full report and completion letter with all details noted.
Consideration of current financial position against budget and forecast.
The Clerk provided Members with a full breakdown of income and expenditure against forecast. (attached) There was a long discussion re the breakdown of the Nat West Account ring fenced funds which has recently been designated at Council as earmarked funds for Neighbourhood Plan Projects broken down further to match CIL allocation. £32,071.49 in the account, whilst still earmarked for Neighbourhood Plan Projects, is not as yet specifically apportioned.
Cllr Thompson requested a further breakdown of CIL income per capita.
The following recommendations were made:
That the Planning & Employment Committees need to feed into the budget plans to include costs relating to future use of the Lengthsman, transfer of assets and functions, additional administrative support, potential election costs and additional costs relating to neighbourhood plans.

RECOMMENDATION: Unanimously approved to go to Council for consideration and adoption. Cllr Pugh was widely praised for all the hard work that has gone into these revisions.
RECOMMENDATION: After some discussion re the absence of some details, clarification of the timing of the application and some suggestions re self-build of a bug house as opposed to purchase it was recommended that the application be resubmitted to Full Council in October once the further detail is established with Cllr Pugh stating that in his view the application had broad support.
RESOLUTION: Agreement to purchase in principle but details of exact locations and numbers required for Full Council. Cllr Salter also to pursue provision of three kits from Lichfield District Council.

At this point Cllr Salter brought forward item 96
Proposed upgrade to existing radio base station installation at CS_30749700, land north of Little Aston Rd, on which the three residents wished to speak.
Their concerns were expressed citing the impact on wildlife, property values, as well as being visually prominent and close to residencies. Radiation effects were also mentioned. The importance of finding a suitable location away from residential properties and wildlife was stressed.
Cllrs Salter & Thompson assured the residents that that the parish council will support their objections to the mast and quoted past successes in defeating similar applications and suggestions of alternative sites.
Cllr Harrison will submit an objection within the next week.
Cllr Salter advised Council that he was in receipt of a crime report from PCSO Tom Passmore which would be shared via email.

The Clerk shared the Tonks quote and an almost identical quote from Calder’s. Cllr Whitehouse emphasised the importance of independence between the surveyor and the firm doing the work as well as the company chosen being arboriculturally qualified. He suggested contacting Lichfield District Council for advice and a quote. Clerk to action.
Cllr Salter proposed sanctioning an expenditure of up to £1100 pounds for the survey. RESOLUTION: Unanimously agreed.
Cllr Farrell gave his report early as he had to leave for another meeting. He reported:
a successful traffic meeting earlier that evening with the Parish Council traffic working group.
Regular catch-up meetings with Cllr Whitehouse
Little Aston footpath request approved in principle with the path highlighted for its importance as a route for children to get to school safely.
Ongoing issues with Church Lane and the need for a walkthrough during the county meeting in December.
Speed issues on Gravelly Lane and the road approaching the new Starbucks.
Cllr Fisher highlighted the strategic plan of Walsall Boroughs, identifying large land banks for new housing. Cllr Farrell plans to initiate a meeting with Walsall officials to discuss the options document and the parish’s input.
Cllr David Smith raised concerns about the bus stop at Lichfield Rural South, noting delays and the poor condition of the site. Cllr Farrell explained the ongoing legal process and the need to consult re the entire route to the nursery. Also, the delay due to residents’ requests to extend the speed limit to Lichfield. Cllr Smith suggested temporary measures for the bus stop site to improve safety & Cllr Farrell said he will investigate.
Cllr Thompson asked that a protocol is established where when Cllr Farrell meets with a Parish representative there is a multilateral representation of all Wards. Cllr Whitehouse said that he meets with Cllr Farrell in his capacity as a District Councillor and reports back to Parish so believes that the protocol is there already- welcoming input from any Parish Councillor so that information is not just shared from the top down. Cllr Thompson said the parish has a perspective as well with a real interest in improving our environment, whether a parish or a district. Cllr Farrell said he is open to contact via email and to meet with any village groups of parish councillors at any time.
Cllr Nicholls thanked Cllr Farrell for the work on the pothole in Lynn Lane.
Cllr Whitehouse reported as District Councillor:
Christmas waste collections on bin days, noting no changes for residents in the Parish. The brown bin collection will stop on week commencing the 12th of December and resume on the 26th of January.
County is preparing for the introduction of food waste collections starting on the 1st of April 2026, with trucks and equipment already procured. It is estimated that a third of black bins contain food waste and the importance of public awareness.
Local government reorganization: a meeting has taken pace to sanction Lichfield’s preferred option and has now been submitted to the Government as one of three competing proposals to be decided upon by March 31st.
Greenway Project is receiving positive feedback.
Festive free parking in the centre of Lichfield will be available from the 26th of November to the 22nd, with evening free parking on the 24th of November. Development of the city centre progressing
Cllr Salter then reminded Council of the “Clean & Green Funding” with requests for ideas encouraged. There was some discussion as to what types of projects could benefit with the need for feasibility and costing emphasised. Cllr Whitehouse highlighted the importance of putting power in the hands of local district Councillors to consult with the parish and come up with impactful projects. Examples of potential projects include pedestrian safety measures and street cleaning.

The Clerk reminded Council that £20,000 in the Liquidity Account needs to be moved to the Unity Account before the end of the financial year as this is the amount of ring-fenced money used to pay for the Little Aston Village Hall refurbishment.

Consideration of Lichfield District Council 2024 SHLAA outcomes.
Cllr Thompson briefed members on the SHLAA document. He emphasised the need for a confirmed Local Plan strategy to assess the feasibility and impact of the individual developments emphasised.

Following independent examiner approval in August and Lichfield District Council approval in late September, the Shenstone Neighbourhood Plan has been successfully updated and extended to 2040. The revised Neighbourhood Plan will guide future planning development to protect, maintain and enhance the overall quality of the environment and amenity that residents value in Shenstone. The non planning priorities will be determined by village residents in the spring.

The revision to the current plan has now been reviewed by an Independent Examiner appointed by Lichfield District Council. He has recommended that subject to slight modifications the plan now proceed to adoption. Cllr Thompson noted the 15 amendments. It was proposed by Cllr Whitehouse and seconded by Cllr Cox, that Council approve to pass the plan with the necessary modifications RESOLUTION: Unanimously agreed.

The public consultation event in October was very well attended with over 70 residents participating. The steering group have met to review the event with an update written for the forthcoming newsletter by Laura Towers, a Claverdon Park resident and steering group member. Next meeting of the group has been scheduled for later in November with all feedback from residents currently with both Lichfield District Council and Chris Bowden.
Following the written receipt of a request from five Councillors at this point standing orders were suspended to revisit the resolution made under Item 56, point 8 of 8, at the Sept Full Council Meeting. Cllr Smith had prior to the meeting shared the attached document. Cllr Salter pointed out that the subject would have required revisiting anyway in order to approve the actual cost of the plan rerun which is now known to be between £1,100 & £1,800.
A debate followed centring on whether the funding for the rerun of the Little Aston Neighbourhood Plan should come from the main Parish funds or from the community infrastructure fund. Cllr Cox highlighted The Community Infrastructure Levy (Amendment). 2013 Regulation 59(c) which would appear to state that CIL funds must be used for infrastructure. Following further long discussion, it was clear that the exact interpretation of the legislation amendment was required and that the matter should be deferred until the facts were established. It was suggested by Cllr Salter that the subject of where the funds come from be deferred until the December meeting in order to further clarify the legislation but agree the actual cost itself as being up to £1,800.
RESOULTION: unanimously agreed
Cllr McQueen briefed Council on a very positive meeting including securing a meeting with highways officials to discuss traffic calming measures.
The potential for a bid for up to £50,000 in CIL money for infrastructure projects through Lichfield District Council.
The importance of compiling a comprehensive list of traffic calming needs and potential solutions is emphasised.
The need for a coherent strategy and public support for traffic calming initiatives is highlighted.

A resident of Shenstone addressed Council on several points:
Concerns about changes in legislation re asbestos in public buildings and the need for proper asbestos management surveys to be carried out by an accredited UCAS survey expert.
ACTION: Full details with links to be forwarded to the Clerk who will share with the management committees of all public buildings in the parish.
Tesco on the Birmingham Road. Issues with illumination at the rear of the store throughout the night causing disturbance to residents, especially children, and wildlife. Despite concerns being raised directly with the store no action has been taken. There are also issues with delivery trucks parking outside homes early in the morning with intrusive lighting and idle engines. ACTION: Cllr Thompson and the Clerk will draft a letter to environmental health at Lichfield District Council.
The presence of asbestos in local paths and the need for safer materials to be used in children’s play areas as a priority.
Delay in fixing the faulty equipment on Shenstone Playing Fields play area.
Cllr Thompson said that the new committee meet this week and are focusing on keeping repairs as inexpensive as possible while looking at a long-term refurbishment, but the slide is a priority for repairs. Fundraising will also be high on the agenda.
The resident offered his assistance with planting advice and biodiversity initiatives.

The Clerk shared with Council the news that the balance of start up funds retained by the Christmas Market Committee had been used to purchase a gazebo and some lights. These are available for use anywhere in the Parish. It was noted by Cllr Edgley that there was a lot to learn when grant funding start up projects where monies are to be retained year on year. Cllrs Thompson & Nicholls agreed that a line should be drawn under this.
Traffic Working Group Terms of Reference: Cllr McQueen asked if the Terms of Reference from 2023 had been ratified by Full Council which they had not. RESOLUTION: Fully ratified by Council with a meeting of Cllrs McQueen, Salter, Whitehouse, D’Ambrosio & Cox to be arranged.
Cllr Whitehouse reported:
-Local Government Reorganisation. Lichfield District Council are in the process of submitting a proposal to form a 3-council unitary as the best way to support people locally. There were 16,700 public responses outlining the preferred route. Everyone working together to submit by Nov 28th but won’t really know the outcome until next year with more authority and more responsibility possibly coming to Parish.
– The Greenway Project: a new walking route from Lichfield to Brownhills to open on Oct 20th.
– HS2 deferral: Nothing further will be done re development for the next four years. Cllr Thompson asked if he could see the letter detailing this. Cllr Whitehouse said he would find out if he can share.
– Lichfield District Council have allocated £225,000 to be spent on parks and improvements to open spaces, £75,000 of which needs to be spent this financial year. The first stage is the allocation of £3,400 to each Ward so that Ward Councillors, District Councillors can consult with the Parish on the best way to utilise the funds be it bins, benches, but everyone needs to think imaginatively. Cllr Whitehouse will share details with the Clerk on the process for collating ideas. Cllr Smith raised the point that the fund, if split across one, two- and three-members Wards, the division does not seem entirely fair. Cllr Whitehouse said it is important to be sensible and everyone to work together. Cllr Smith asked Cllr Whitehouse that in the interests of all members he would push this point and Cllr Whitehouse said that he would. Cllr Thompson said he would be very interested in much more detail on this so that funds can be used valuably, usefully and meaningfully.

Motion: Lichfield Local Plan 2043 District Council Request for Parish Council Participation. RESOLUTION: The attached motion was put before Council and was unanimously approved.

RESOLUTION: Unanimously approved- direct purchase.
RECOMMENDATION: Purchase of bleed kits for defibrillators across the Parish at £17.00 small, £64.20 medium, £96.00 large. Exact numbers to be agreed.
RESOLUTION: Purchase of large bleed kits for all defibrillators apart from Stonnall which already have kits in place.
The Clerk reported that following a recent fallen tree near the Old Tower at St Johns Cemetery, the tree surgeon advised that other trees look dangerous and advised an urgent tree safety survey. The Clerk has requested a price for this from this and other contractors.
RESOLUTION: It was agreed that as this is an important Health & Safety issue, the survey should progress before next Council meet.
Cllr Thompson updated under Item 79 for Little Aston.
Cllr Whitehouse reported that the Stonnall plan had its consultation period extended. The examiner is looking at the responses from the public and from the statutory consultees. It is not expected that a referendum will be required and that being the case, the plan should be adopted in a few weeks.
RESOLUTION: The use of Scribe for the next six months was approved. The Job description proposed was approved as was the recruitment process of advertising through Staffs Parish Council Association and the Society of Local Council Clerks.

Cllr Pugh was warmly praised for all his hard work on the job description in such a short time.
There was a very long discussion about including human interest stories in the newsletter but it was eventually agreed to leave the decision until a later date as December’s issue is likely to be a very packed edition.
