Approved minutes of Finance, Legal, Health & Safety Committee on Tuesday 20th June 2023 at 5.30 pm at the Parish Office

3 Public Participation.
Members of the public are invited to address Council for a maximum of 15 minutes. None.
4 Declarations of interest. Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

5 To elect Chair of Finance, Legal, Health & Safety Committee
Cllr Gail Nicholls put herself forward for the position. This was unanimously seconded by all & Cllr Nicholls duly elected.
The Finance Terms of reference were duly adopted.
6 To accept and confirm minutes of the last Full Council meeting on Tuesday 7th Feb 2023.
Approved & signed.
7 Finance.
Current financial position as of 20th June 2023.
Unity Bank £204,947.71. Nat West Current Account £905.00
Nat West Business Reserve £53,646.57 & Nat West Liquidity Account Ring Fenced Funds for ear marked projects £93,427.17.
Cllr Thompson asked for a refresh in ring fenced funds projects. They are £25,000 each for Traffic calming, Neighbourhood Plans & Legal/Professional Fees, £8,000 remaining in the funds for St John’s Cemetery & the balance unallocated.
Transactions for approval: all approved. The Clerk wished to highlight that the payment on June 16th to the sub contracted Lengthsman is 5 long days salary due to additional workload & repairs following storm damage.
8 Consideration of advice from Internal Auditor re third bank account.
Following the appointment of Cllr Nicholls as new Chair of the Committee, the Clerk will contact Nat West Bank to advise & change main signatory information. Once done, the Clerk will contact CCLA as suggested by Alan Topliss, External auditor, to open an account with a third provider.

Cllr Thompson raised the subject of the walkway from Lincoln Croft to the Playing Fields which is overgrown & requires attention. The Clerk said that the Playing Fields Committee have not yet received their maintenance support grant of £1500.00 & still have funds outstanding from their community grant in abeyance.
Signage for the bottom of Barnes Rd to indicate direction to the Village Hall, Playing Field & Tennis Club was discussed. RECOMMENDATION: Take to Full Council for further consideration.
